THE 1990 CENSUS TRANSPORTATION PLANNING PACKAGE: STATEWIDE PARTS A, B, AND C GENERAL The Census Transportation Planning Package (CTPP) is a set of special tabulations of 1990 census data tailored to meet the data needs of transportation planners. The tabulations also contain a wealth of general interest information on the work force by place of work. The 1990 CTPP is a continuation of a program established for the 1970 census and continued for the 1980 census in the same general format. Production of the 1990 CTPP by the Bureau of the Census is sponsored by the State departments of transportation under a pooled funding arrangement with the American Association of State Highway and Transportation Officials. Funding to develop the CTPP Program is provided by the Federal Highway Administration and the Federal Transit Administration. Project coordination and technical support is provided by the Federal Highway Administration. To make the data contained in the CTPP computer tapes easily accessible and widely available, the Bureau of Transportation Statistics is releasing the CTPP on CD-ROM and providing software (available separately from the Bureau) to display and retrieve the data. We invite users to register this CD-ROM with BTS to receive updated user information and to provide us with comments about the CTPP, CD-ROM technology, and the software. Please mail or fax a completed copy of the enclosed user comment form to us. DESCRIPTION OF THE CTPP Two sets of data packages are being produced from the 1990 census: (1) statewide packages for each State and the District of Columbia and (2) urban packages for each "CTPP region" defined by Metropolitan Planning Organizations. A brief description of the content and geography of each package follows. Statewide CTPP Part A--Characteristics of persons, workers, and housing units by county and place of 2,500 or more (city, town, village, etc.) of residence. (See data dictionary \docs\ctpp_a.txt) Part B--Characteristics of workers by county and place of 2,500 or more of work. (See data dictionary \docs\ctpp_b.txt) Part C--Characteristics of workers in journey-to-work flows between counties and places of 2,500 or more of residence and counties and places of 2,500 or more of work. (See data dictionary \docs\ctpp_c.txt) Parts D, E, and F--Similar to parts A, B, and C except more detailed cross-tabulations for counties of 75,000 or more and places of 75,000 or more. Urban CTPP Part 1--Characteristics of persons, workers, and housing units by traffic analysis zone or census tract (Metropolitan Planning Organization option) of residence. Part 2--Characteristics of workers by traffic analysis zone or census tract of work. Part 3--Characteristics of workers in journey-to-work flows from traffic analysis zone to traffic analysis zone or from census tract to census tract. Part 4--A detailed cross-tabulation of trip generation characteristics for the urbanized area, transportation study area, and metropolitan area. Part 5--Not used, to retain comparability with the 1980 CTPP. Part 5 in 1980, a block group of work tabulation, was not produced for 1990. Part 6--Detailed cross-tabulations of workers in journey-to-work flows between "super districts" (aggregations of traffic analysis zones or census tracts) in CTPP regions of 1,000,000 or more. Part 7--Characteristics of workers by census tract of work. Emphasis is on social and economic characteristics as opposed to the transportation characteristics provided in Part 2. Part 8--Detailed cross-tabulations of characteristics of workers in journey-to-work flows between traffic analysis zones or census tracts for CTPP regions of 1,000,000 or more. HOW TO USE THIS CD-ROM The data contained on this CD-ROM may be accessed using TransVU- CTPP Edition software available from the Bureau of Transportation Statistics, or the raw data may be accessed directly by users with their own data manipulation software. TransVU-CTPP Edition Software The Bureau of Transportation Statistics is providing free software that makes it easy to display CTPP data or extract data from the CD-ROM for use with a variety of other commercial software packages. TransVU(TM)-CTPP Edition is a Microsoft Windows application that provides both map and tabular views of CTPP data and simplifies extraction of CTPP tables into dBASE, Lotus, and comma delimited or fixed format text files. Users can select tables by summary level, by topic, by universe, or geographic location. TransVU-CTPP Edition is a limited version of Caliper Corporation's TransVU Electronic Data Publishing Software. Customization of TransVU for the CTPP Edition was sponsored by the Bureau of Transportation Statistics, and performed by Caliper Corporation under contract to the Research and Special Programs Administration's Volpe National Transportation Systems Center. TransVU-CTPP is distributed on both 3-1/2" and 5-1/4" floppy diskettes, and is available only from the Bureau of Transportation Statistics. The hardware requirements for TransVU-CTPP are as follows: an 80386, 80486, or Pentium based PC running Microsoft Windows version 3.1 in enhanced mode and equipped with 4MB of RAM. Detailed documentation and installation instructions for TransVU-CTPP are on a readme.txt file on the TransVU-CTPP program diskette. Installing Files from the CD-ROM on Your Hard Disk This CD-ROM contains geography files, index files, and data files. TransVU-CTPP performance is significantly faster when it can operate on files on a hard disk instead of having to access them from a CD. However, the data files for most States are very large files and require a large amount of disk space. For best results, users should install the geography files and the index files on their hard disk. If enough disk space remains, copying the data files as well is recommended. Direct Data Access Data for each State are contained in an individual directory. The primary data files are: PAFILE -- Part A, Tabulations by area of residence PBFILE -- Part B, Tabulations by area of work PCFILE -- Part C, Tabulations of area of residence by area of work Data structures for each of these data sets are described in the documents contained in the `\docs' subdirectory of this CD-ROM. Data contained in the various `TV' directories relate to the TransVU-CTPP viewing software and need not be accessed by users who want to manipulate the raw data on their own. TECHNICAL SUPPORT AND TECHNICAL PRODUCTS The Federal Highway Administration and the Federal Transit Administration are undertaking a number of activities to provide users of the CTPP with technical support. These activities include establishment of an electronic bulletin board for up-to- date information about the CTPP, training courses, software templates, an informational brochure on applications and uses of the CTPP, a CTPP handbook, a report on how to use the CTPP data in travel demand models, and a video for elected officials on the value and use of the CTPP. In tables A38, A52, A55, B20, B22, and B25: If the median travel time to work falls within the upper open-ended interval ("90 or more minutes") of the tabulation distribution, the correct value of 900 (one implied decimal place) is shown on the CD-ROM. The median is shown erroneously on the CTPP computer tape as 16776315. In tables A15, A21, and A46: If the median household income falls within the upper open-ended interval ("$150,000 or more") of the tabulation distribution, the correct value of 150000 is shown on the CD-ROM. The median is shown erroneously on the CTPP computer tape as 16627215. In tables A34 and B11: If median worker earnings falls within the upper open-ended interval ("$75,000 or more") of the tabulation distribution, the correct value of 75000 is shown on the CD-ROM. The median is shown erroneously on the CTPP computer tape as 16702215. In table C-6: If the median travel time to work falls within the upper open-ended interval ("99 minutes or more") of the tabulation distribution, the correct value of 990 (one implied decimal place) is shown on the CD-ROM. The median is shown erroneously on the CTPP computer tape as a zero.
