TRAN_ENV.DOC
This WordPerfect file is an annotated bibliography by the Office of Policy, Federal Railroad Administration, developed for an effort to determine the extent to which models had been developed that permit comparisons among transportation options as to environmental impacts. The bibliography covers recent publications that describe or offer insights into environmental effects of transportation systems and how public policies are addressing transportation-related environmental issues.
CONTENTS OF THE DATABK SUBDIRECTORY
This subdirectory contains edition 12 of the TRANSPORTATION ENERGY CONSERVATION DATA BOOK by Oak Ridge National Laboratory. The front pages, individual chapters, appendix, and glossary are contained in separate files in WordPerfect format. Individual figures appear in the DBFIGS subdirectory of the DATABK subdirectory in a series of Freelance graphics (*.DRW) files.
CONTENTS OF THE NTARS SUBDIRECTORY
National Transportation Analysis Regions (NTARs) divide the U.S. into 89 areas that delineate the functional geography transportation demand. NTARs are aggregates of BEA Economic Areas, and have been defined by the DOT for use in the 1993 Commodity Flow Survey.
This subdirectory includes:
NTARS.DOC: Description in Microsoft Word format of the need for NTARs and of their design.
NTARS.WP5: Description in WordPerfect format of the need for NTARs and of their design.
BEA_NTAR.WKS: The assignment of BEA Economic Areas to NTARs and areas proposed by Oak Ridge National Laboratory in Lotus 1-2-3 version 1A format.
CO_FIPS.WK1: The FIPS number and BEA Economic Area number for each county in the 50 States in Lotus 1-2-3 version 2 format. (There are too many rows for version 1A.)
NTARS.DBF: The name, FIPS number, BEA Economic Area name and number, and NTAR number for each county in the 50 States.
NTARS.TIF: A raster image of the NTAR map for the 48 contiguous States in Tagged Image File format.
NTARS.CDR: A vector image of the NTAR map for the 48 contiguous States in CorelDRAW format.
TRANSCAD
: A subdirectory containing all boundary and data files used to develop NTARs with Caliper Corporation's TransCAD software package. The files should also work in Caliper's GIS Plus software package, although the files have not been tested.
CONTENTS OF THE NPTS SUBDIRECTORY
This subdirectory contains chapter 4 of the 1990 Nationwide Personal Transportation Survey summary report, containing statistics on person trips and person miles of travel. The text appears in the WordPerfect file CHAPTER4.TXT. The individual illustrations for the chapter appear in a series of Freelance graphics (*.DRW) and chart (*.CH1) files.

CONTENTS OF THE FAASTAT SUBDIRECTORY
This subdirectory contains most tables from the FAA STATISTICAL HANDBOOK OF AVIATION by the Federal Aviation Administration. The preface and table of contents are in Microsoft Word format in CONTENTS.DOC and WordPerfect format in CONTENTS.WP5. All tables are in Microsoft Excel format. Many tables are also in Lotus 1-2-3 version 2 format (including both spreadsheet and format files).
CONTENTS OF THE FAATRAF SUBDIRECTORY
This subdirectory contains data from the FAA AIR TRAFFIC ACTIVITY report for 1991 by the Planning Analysis Division of the Federal Aviation Administration. The three data files in this subdirectory summarize air traffic at FAA-operated: Airport Traffic Control Towers (in ASCII file TWRSFY91.DAT); Air Route Traffic Control Centers (in ASCII file CNTRFY91.DAT); and Flight Service Stations (in ASCII file FSSFY91.DAT).
The field layout for each data (*.DAT) file is in a Lotus spreadsheet (*.WKS) file of the same name. State and regional codes for all three files are listed in the STATE.WKS Lotus spreadsheet file.

CONTENTS OF THE AIRCRAFT SUBDIRECTORY
This subdirectory contains the appendix tables from the CENSUS OF US CIVIL AIRCRAFT by the Federal Aviation Administration. The three ASCII files include:
CIVIL.91: U.S. registered civil aircraft by manufacturer and models of 12/31/91;
ENGINES.91: an inventory of aircraft engines by manufacturer and model as of 12/31/91; and
GENAV.91: U.S. registered general aviation aircraft by type and geography as of 12/31/91.

AIRPORTS.ASC
A comprehensive database of landing facilities in the United States containing information on the physical characteristics of the landing facilities and of their longest runway, their usage characteristics (including enplanements and operations) for several categories of usage, capacity measurements, military usage rights, and other pertinent data. The database includes landing facilities in all 50 states as well as US territories. The data are in ASCII comma delimited format.

CONTENTS OF THE HWYSTAT SUBDIRECTORY
This subdirectory contains the Briefing Sheet from the Office of Highway Information Management of the Federal Highway Administration (400 Seventh Street, S.W., Room 3306, Washington, DC 20590). The sheet is provided in both version 2 and version 3.1 LOTUS 1-2-3 formats.
The Briefing Sheet is a collection of summary data from "Highway Statistics" and other sources stored in a LOTUS 3.1 spreadsheet named BRIEFING.WK3. The file includes information on land area, population, motor fuel use, motor vehicle registrations, driver's licenses, State payments into the Highway Trust Fund, Federal-aid apportionments and allocations, State highway user revenues, highway expenditures, gasoline tax rates, mileage, and bridge conditions.
This subdirectory also contains a LOTUS 2 version of the file named BRIEFING.WK1. This version contains the same data, but does not generate all of the different kinds of output available in the full LOTUS 3.1 file.
The Briefing Sheet has macros to generate a summary of key statistical information for each State, AASHTO region, FHWA region, or for the U.S. total.
To access the information, call up LOTUS and retrieve the file named BRIEFING.WK3. The file has a special menu to assist in generating individual State sheets. The following choices are available:
Select-State: allows user to highlight the State or region for which a summary is desired.
Print-Brief: prints standard summary for the State or region last selected. (LOTUS 2 output omits lines and shading)
AllStates: prints standard summary for all States
AllReg: prints standard summary for all Regions
Febbs: creates separate printfile for each State.
Exis: creates modified printfile for each State and region. (Not Available in LOTUS 2 version)
CONTENTS OF THE NTACS SUBDIRECTORY
The Nationwide Truck Activity and Commodity Survey (NTACS) is conducted for the U.S. Department of Transportation by the Bureau of the Census as a follow-on to the Census Bureau's quinquennial Truck Inventory and Use Survey (TIUS). The NTACS measures detailed trip characteristics and other information for trucks on randomly sampled days, including items such as the type and weight of commodities carried, the types of highways used, amount of tolls paid, and the hours of the day when the vehicle was operated. The sample includes all trucks which were reported as carrying commodities over long distances in the 1987 TIUS, approximately half of the trucks which were reported as carrying commodities locally in the 1987 TIUS, and a small portion of the remaining 1987 TIUS respondents.
The NTACS subdirectory contains the complete public use file that is distributed by Oak Ridge National Laboratory for the U.S. DOT. The public use file is divided into three ASCII files, and the documentation is in WordPerfect format.
CONTENTS OF THE HWYNET SUBDIRECTORY
THE NATIONAL HIGHWAY PLANNING NETWORK--12/92 VERSION
The National Highway Planning Network is a database of major highways in the United States. It is a foundation for analytic studies of highway performance, for vehicle routing and scheduling problems, and for mapping purposes. The network is based on a set of roadways digitized from the National Atlas by the U.S. Geological Survey. It has been enhanced at Oak Ridge National Laboratory by adding additional roads and attribute detail and correcting topological errors to produce a true analytic network. This documentation is intended primarily to assist users of this database by describing its structure, data elements, and development.
This subdirectory includes three ASCII files:
NETDESCR.DOC contains the documentation.
NHP2CUS.LNK contains all link data.
NHP2CUS.NOD contains all node data.
CONTENTS OF THE FARS SUBDIRECTORY
The Fatal Accident Reporting System is a complete census of highway accidents involving fatalities nationwide. The FARS is maintained by the National Highway Traffic Safety Administration.
This subdirectory contains the sequential FARS records for 1991 in TRPL91.DAT, and supporting documentation in FARS91.DD. Both are ASCII files.
CONTENTS OF THE GES SUBDIRECTORY
The General Estimates System is a statistical sample of police-reported traffic crashes of all severities. This subdirectory contains the GES records for 1990 in three data files and supporting documentation in a format file. All four files are must be accessed with PC-SAS (the microcomputer version of the Statistical Analysis System).

The 21 tables in this subdirectory summarize 1990 operating and other statistics for U.S. public transit properties from the Federal Transit Administration's NATIONAL URBAN MASS TRANSPORTATION STATISTICS: SECTION 15 ANNUAL REPORT. CONTENTS OF THE RAIL SUBDIRECTORY
RAILOCT.92 is a WordPerfect file that contains the railroad chapter from the 1992 INDUSTRIAL OUTLOOK OF THE U.S. The chapter was prepared by Joel Palley of the Office of Policy, Federal Railroad Administration.
The remaining files are provided by the Office of Safety Analysis of the Federal Railroad Administration.
RAILROAD.DBF is a dBase file containing nearly 900 records of names and addresses of railroads that pay user fees to the U.S. Government.
ACCIDENT.WP is a WordPerfect file containing railroad accident statistics by type of accident from 1986 through 1991.
TABLE37.ASC is an ASCII file containing statistics on each railroad's involvement in train accidents in 1992.
TABLE43.ASC is an ASCII table containing statistics on employee casualty rates by railroad in 1992.
ACC91.DBF is a dBase file containing individual accident records, following the Accident/Incident Reporting System Recordkeeping Practices requirements contained in the GUIDE92 WordPerfect file.

THE FRA RAILROAD NETWORK DATA BASE--12/92 VERSION
This subdirectory contains FRARAIL, the railroad equivalent of the National Highway Planning Network (NHPM) in subdirectory HWYNET. FRARAIL is a geographic database of railroads in the United States that can be used for analysis and national scale mapping.. FRARAIL was developed by the Federal Railroad Administration using the TransCAD geographic information system (GIS) package.
The railroad node and link data are contained in two ASCII files, and documented in the ASCII file FRARAIL.DAT.
State and county boundary data from the NHPM are contained in the remaining ASCII files, as documented in the ASCII files NHPNCTSP.DAT and NHPNSTSP.DAT.
CONTENTS OF THE MARITIME SUBDIRECTORY

FT1.WK1: This report is in LOTUS format and contains the cargo long tons carried in the United States ocean borne foreign trade for calendar years 1988 through 1991, with the 1991 information being preliminary. Documentation is in the WordPerfect file FT1.DOC.
FT2.WK1: This file is in LOTUS format and contains United States ocean borne foreign trade long tons and associated dollar value by direction and type service (liner, non-liner and tanker) indicating the totals and percentage of participation of the U.S.-flag merchant fleet. This information is for calendar years 1989, 1990 and 1991 with the 1991 data as preliminary.
FT3.WK1: This file is in LOTUS format and includes six tables that exhibit the total cargo long tons and cargo values by direction and type service for calendar years 1958 through 1991 with 1991 data as preliminary. The U.S.-flag percentage of participation is shown for each category.
FT4.DBF: This file is in dBase format and is a summarization of Bureau of the Census waterborne foreign trade statistics. Documentation is in the WordPerfect file FT4.DOC.
MFW1.WK1: This table is in LOTUS format and exhibits the World Merchant Fleets by flag of registry. The total number of vessels, total deadweight tonnage and total gross registered tonnage of each fleet broken down into freighter, combination passenger and cargo, bulk carrier and tankers. The information is as of January 1, 1992, and includes all oceangoing vessels of 1,000 gross tons and larger.
MFW2.WK1: This table is in LOTUS format and exhibits the United States oceangoing fleet as of October 1, 1992. The information shows the number of vessels, total gross registered tonnage and total deadweight tonnage of U.S.-flag vessels 1,000 gross tons and larger. The table is broken down between privately owned and government owned for active and inactive ships by passenger, general cargo, intermodal, bulk carrier and tanker categories.
MFW3.WK1: This table is in LOTUS format and exhibits the employment of the United States oceangoing fleet as of October 1, 1992. The information shows the number of vessels and total deadweight tonnage by passenger/cargo combination, general cargo, intermodal, bulk carrier and tanker categories.
MFW4.DAT: This report is in DAT (ASCII) file format and lists the United States oceangoing merchant fleet by vessel and owner as of January 1, 1992. Also shown for each vessel is the type of vessel, deadweight and design. The file structure is contained at the beginning of the file.
EXPD: This file contains a series of summary tables taken from the Maritime Administration's 1992 United States Port Development Expenditure Report. The file was created using WordPerfect.
INVT: This file is a series of summary tables from the Inventory of American Intermodal Equipment of the Maritime Administration and was created in Wordperfect.

QNUOUT91: This WordPerfect file contains extensive data from the Lock Performance Monitoring System by Division and District.
DREDGING.RPT: This WordPerfect file is a report that includes selected information and the status of all Corps dredging contracts anticipated to be advertised in the fiscal year.
HUNTING.PTS, LOUIS.PTS, PITTSB.PTS, and STLOU.PTS are WordPerfect files that contain extensive facility information on Huntington, WV, Louisville, KY, Pittsburgh, PA, and St. Louis, MO.
